WATER ASSISTANCE PROGRAM

Thornton’s Water Assistance Program (WAP) helps lower-income individuals and families pay their water bill. Thornton water customers living in apartment complexes, homes, manufactured home parks, condominiums, and town-homes can apply for the program once per calendar year. Those who meet the program qualifications will receive a credit on their water account. For master meter water customers, the city gives the credit in your name to the property owner or property management company. More information is on the next page. The 2024 credit for those with a Thornton Water account is $360.
The 2024 credit for those living in a master meter community is $80.

PARK PASS RECREATION PROGRAM

Thornton residents who income-qualify may be able to receive the city of Thornton Recreation Division’s Park Pass. Eligible residents receive a 50% discount on city sponsored recreation programs, IDs, and daily admission fees at the Trail Winds Recreation Center, Margaret W. Carpenter Recreation Center, Park Village Pool and City Pool. If you are interested in participating in this program, contact the Margaret W. Carpenter Recreation Center at 303-255-7800.

PROPERTY AND FOOD SALES TAX REBATE PROGRAM

If you are 62 years of age or older, you may qualify for a property tax rebate and a sales tax rebate on your grocery bills. Qualifying seniors must have lived in the city of Thornton during the previous tax year, paid property taxes on the home within the city, and meet specific income criteria. CLICK & HAUL PROGRAM

Income-qualified residents only pay the discounted cost of $5.00 for curbside collection of bulk item sincluding furniture, appliances, mattresses/box springs, hot water heaters, fence panels, branches, remodeling debris, and yard waste. SPECIFIC REQUIREMENTS FOR THE WATER ASSISTANCE PROGRAM (WAP)

  • The household is registered as a Thornton Water customer (this may include Thornton Water customers living outside of Thornton city limits).
  • The household must income qualify as described below.
  • The water meter at the address must not have been tampered with in the last three years.
  • The household has not received WAP assistance during the current calendar year.

RESIDENTS MAY INCOME-QUALIFY ONE OF THREE WAYS:

  1. Approved for the Low-Income Energy Assistance Program (LEAP)?
    LEAP qualifies the entire household for Thornton Assistance Programs.
  2. Approved for Medicaid, Supplemental Nutrition Assistance Program (SNAP),Women, Infants, and Children (WIC) or Temporary Assistance for NeedyFamilies (TANF)?
    Each member of the household 18 years old or older must be approved for Medicaid, SNAP, WIC or TANF to income qualify.
  3. Not approved for LEAP, Medicaid, SNAP, WIC or TANF?
    You may income qualify based upon the total gross household income of all members of the household 18 years old or over. See the household income limit guideline below.

Qualifying Items
  1. If yes, LEAP can qualify the whole household for Thornton Assistance Programs. Documents needed:

    • Thornton Assistance Application
    • LEAP Approval Letter (current year)
    • Government Issued ID

  2. If yes, each individual over 18 years old in the household will need to present these documents to qualify.

    • Medicaid, SNAP, WIC, or TANF Benefits Approval Letter (current year)

  3. If you are not currently approved for LEAP, Medicaid, SNAP, WIC, or TANF, you may qualify based upon your household income. Documents needed to turn in:

    • Thornton Assistance Application
    • Government Issued ID
    • A copy of all income documents for all adults (18+) living in the home (Tax Returns, Paystub, Social Security Income, Retirement, Unemployment, etc., as applicable)
    • A copy of your most recent bank statement for all adults (18+) living in the home
