Move-In/Move-Out Request

Title companies can use this form to submit a Move-In/Move-Out Request to the city of Thornton Utility Billing Department.

As of January 1, 2023, Utility Billing will no longer send paper bills in the mail. New owners are encouraged to visit the utility billing options page to sign up for ebill.

Please note the following before submitting this form.

  • This form is for title company use only.
  • The transfer date allows business days only, no holidays, nothing in the past or farther out than 7 days. Minimum one day advance notice required. No transfers will be processed same day.
  • Please allow an additional day for processing requests submitted after 4pm MST.
  • To cancel a request, please email UtilBilling@ThorntonCO.gov and allow 1 business day for cancellation to be processed. Please note, it is imperative that we are notified of cancellations as soon as possible to avoid disruption of service and billing.
The transfer date must be a business day (no holidays or weekends), nothing prior to 24 hours in the future, nothing in the past or farther out than 7 days.
