Water Assistance Program (WAP)

Thornton’s Water Assistance Program (WAP) helps lower-income individuals and families pay their water bill. Thornton water customers living in a single-family or multi-family home may apply once every 12 (twelve) months. Eligible households receive up to a $588 credit on their water/stormwater account. For master-metered customers, the credit will be issued in your name to the property owner or property management company.

Property & Food Sales Tax Rebate Program

Residents must have lived inside the city of Thornton for the full previous year.

Rebate amounts:

$346 - single family home

$217 - multi-family home

$40 - mobile home

Additionally, households receive a rebate based on the previous year's food sales tax percentage and household size. In 2026 rebates range from $131 to $788, depending on the household size. Amounts vary yearly.

Reduced Rate Assistance Program (RRAP)

(formerly Park Pass Recreation Program)

When approved for TAP individuals and/or households will receive:

  • 50% discount on recreation programs, IDs, and admission fees.
  • Valid at: Trail Winds Recreation Center, Margaret W. Carpenter Recreation Center, Park Village Pool, and City Pool
  • Pass is valid until Feb. 28 of the following year (annual reapplication required)

Click & Haul Program

Approved TAP applicants receive curbside bulk item pickup for only $5. Items include: furniture, appliances, mattresses, hot water heaters, branches, remodeling debris, and more.

  • DO NOT schedule online

ELIGIBILITY REQUIREMENTS

Three Ways to Income Qualify (Choose One)

  1. LEAP Approval
    2. If you were approved for the most recent Low Income Energy Assistance Program (LEAP) season, your entire household automatically qualifies.
  2. Enrollment in Medicaid, SNAP, WIC, or TANF.
    3. Each household member age 18+ must be approved for at least one of the following:
    • Medicaid / SNAP / WIC / TANF
  3. Household Gross Income
    4. Your household may qualify based on total gross income for all residents age 18+. Documentation is required.

2026 Thornton Assistance Programs Application

This application is used to qualify households for all of Thornton Assistance Programs

Please complete this application & include all necessary verification documents.

To be eligible for TAP, you must meet one of the following qualifications and provide the required documents

    • LEAP Approval Letter (2025-2026) Heating Season

  2. If yes, everyone in the household, who is 18 and older, must be listed in the documents to qualify:

    • Medicaid, SNAP, WIC, or TANF Benefits Approval Letter (current)

  3. Or you may qualify based on your household income. Documents needed for all 18 and older:

    • Tax Returns, or Paystubs, or Social Security Income, or Retirement, or Unemployment, etc.
    • Recent and complete bank statement(s)

    4. We can also accept recent screenshots of approved benefits through ColoradoPEAK

I understand that income-qualified applicants can only receive assistance once during the calendar year.
